As of March 10, 1997, there were 330 blue border flaps left. Motion made by David Southwick to to sell to members at the 1997 Conclave 2 blue borders for $10 was approved. Brian Stock seconded.

On 02/10/97, Todd Labrecque made a motion to approve ordering 300 Elangomat flaps from Krelman Company. Ben Russum seconded the motion. Everyone approved the motion. Motion by Matt Carlson at the January 13, 1997 meeting to approve the Elangomat Program. This program lets you receive a commemorative patch for being an elangomat, another one if 50% of your "clan" receives Brotherhood, another one if 75% receives Brotherhood, and one last one if 100% receive Brotherhood. Seconded by Brian Stock. Everyone approved.

At the October 21, 1996, Troy Young (Chief) proposed an Elangomat recognition system. It was not voted upon. He said you could earn one patch as an Elangomat, 2 for 50% brotherhood, 3 for 75% brotherhood and 4 for 100% brotherhood. The ordeal master could give out two of these flaps to recognize members who helped him at that ordeal. There was never a motion made on this issue, just a proposal.

At the October 21, 1996 L.E.C., a motion was made by Matt Carlson to table the motion that states "to add in addition to the current black border flap, a flap that doesn't have the three totems of the previous lodges on it to show a symbol of unity," until patch committee meets. Second by Taylor Wells. Passed.

At the July 29, 1996 meeting, Matt Carlson motioned, and David Southwick seconded, a motion for additional second issue, black border lodge flaps. The L.E.C. voted to order another thousand. These cost of these will remain at $5.00 including tax. Lodge Chief, Troy Young, suggested that the black flap continue to be the ordeal flap in the future even if we were to change the design of the main lodge flap. Motion passed. There are now 3500 black border second edition lodge flaps in existence.

Also on July 29, 1996, Matt Carlson made a motion to have a different color border NOAC flap for Contingent members. Each contingent member could purchase two of these for twenty-five cents more than the normal NOAC flaps to cover shipping and handling. Kevin Stock seconded the motion. After supporting a different border on the 1996 NOAC flap for contingent members, Lodge Chief Troy Young did a one eighty and changed his mind. He began to blast the idea as something that would profit patch collectors. On July 10, 1996, Young had presented the patch committee a letter fully supporting the idea. Lodge Staff Adviser, Steve Rumage, also had a major problem with this idea. Motion failed. Patch Committee Chairperson, Matt Carlson, ended up abstaining on the final vote. It was mentioned at the September 9, 1996 meeting that Matt abstained. This was left off the minutes from the previous meeting.

Finally, on July 29, 1996, Steve Rumage killed, without hesitation, the chapter backpatches for our eight lodge chapters. This was disappointing because the chapter chiefs had worked hard to prepare their chapter totems for the patches. Several months ago, we put out a pre-order for these backpatches. They cost was $8.50 including tax. On July 29, 1996, we proposed doing a direct order of 100 per chapter at $6.00 each. Steve Rumage said that the council would not recognize the motion. We will have to refund all of the 68 patches pre-ordered so far & postage to mail the refund checks.

The lodge on July 29, 1996 approved the idea that a patch designer would receive one actual flap of the winning design. Matt Carlson made the motion and Peter Grossmann seconded it. Motion passed.

Matt Carlson made a motion on July 29, 1996 that we take one of each flap made by our lodge and keep it aside for a display that could be used by the lodge at Conclaves, Fellowships, etc. This would be the Treasurer/Quartermaster's responsibility to make sure it is kept. This would include all flaps - past, present and future. Matt said that we could put the display in a scout museum to be opened in Tacoma (this was not part of the motion). David Southwick seconded this motion. Motion passed.

Motion made by Matt Carlson and seconded by Joe Clinton on July 29, 1996 that in addition to the current second addition, black border flap, we would have flap that doesn't have the three totems of the previous lodges on it to show a symbol of unity. Motion tabled. Motion made by Matt Carlson to table the motion about changing the current black bordered flap with a new flap as a symbol of unity. Seconded by Kevin Stock. Motion passed. At the September 9, 1996 L.E.C., a motion was made by Matt Carlson to amend the motion made last meeting that stated "to replace the current black bordered flap" and change it to "add in addition to the current black bordered flap" Second by Kyle Bouta. Passed.

At the January 08, 1996 meeting, a motion was approved to take our current black border Nisqually flap, add 1/4" on each side, and insert vertically on the left 1996 and vertically on the right NOAC in the same dark purple as on the current flap. 637 flaps were eventually received into the Pacific Harbors office for distribution. 630 were ordered, but seven more were actually given to us by the manufacturer, Krelman.

At the January 08, 1996 meeting, a motion was approved to sell our first edition blue border lodge flaps at the 1996 Conclave to dues paying members. They will be sold two each at five dollars including tax.

At the January 08, 1996 meeting, the design for the chapter back patches were approved providing that the eight chapters submit names, totems, and number of patches to be ordered by the February L.E.C. An $8.50 price for these chapter back patches was approved at the March 1996 L.E.C. A $5 fee was originally suggested.

At the December 11, 1995 meeting, a motion was approved which stated "Nisqually Lodge shall make one 1996 NOAC flap. This flap shall be made available for sale to all dues paid members of the lodge, at three dollars each. An additional 250 flaps shall be ordered above the number pre-ordered. Seventy five percent of the profit made from the sales of the 1996 NOAC lodge flaps shall be equally divided by the members of the NOAC '96 contingent. The remaining twenty five percent of the profits from the 1996 NOAC lodge flaps shall be put into a 1996 NOAC fund to be used for items as they become necessary. If said fund is not completely used, all remaining moneys shall be placed in the Lodge General Fund. Amendment: The above motion was amended to insert the phrase "including tax" after three dollars each.

At the LEC meeting on November 14, 1994, it was decided that the first edition, blue border, flap will be sold from December 5, 1994 - January 9, 1995 for five dollars to members, one per member only. After that, they will be sold for thirty dollars to anyone. The final flaps from the three lodges will be sold for five dollars each or twelve dollars for the set of three. Five hundred sets of each of the final lodge flaps were ordered. The Staff Adviser also announced that all flaps will now be charged an additional fee for tax.

An order of one thousand blue border flaps and fifteen hundred black border flaps will be ordered soon.

The black border second edition flaps will be sold for five dollars (2/event) to members only. Lodge events include Banquets, Fellowships and Ordeals. They were first available at the First Nisqually Lodge Fellowship held in August 19-21, 1994. You could also receive two flaps by paying your lodge dues for six dollars. A reorder of a thousand second edition flaps was made in 1995. As of September 1, 1995, the two per event restriction on the black border flaps was lifted.

Nisqually Lodge was listed as a "Benefactor" ($5000 - $9999) in the 1995 Annual Report for Pacific Harbor's Council, B.S.A. for our large donation based on patch sales.
